It is also important to note that these reforms should be implemented in a block or simutaneously and they should not be implemented without also implementing No. 1 the Balanced Budget Amendment. For clarity of how these four reforms interlock, No. 8 Tax Reform funds No. 11’s Social Security transition. And No. 9 Welfare Reform supplies the floor beneath No. 10’s Health Care Reform. All four carry the disclosure about shared revenue.
